Abstract

Administrative letter services at Taba Jemekeh Urban Village were previously centered at the office, requiring residents to visit the office for information, submit data, and wait for officers to prepare letters. This study develops SISTA, a web-based administrative correspondence information system supporting requirement information, initial submission without login, staff verification, account-based letter preparation, and document printing. The Waterfall model was used, while data were collected through observation, interviews, documentation, and literature review. The contribution of this study is the separation of two service paths within one system: an account-free initial submission path to broaden access and an account-based letter preparation path to preserve role-based data management. A no-login submission only creates a pending application; it neither provides access to population records nor produces a legally valid letter. Physical evidence remains subject to officer verification before signature and official stamping. Black Box Testing showed that all 13 scenarios passed, yielding a 100% success rate. UAT involving five respondents two staff members and three residents produced a score of 193 out of an ideal 250, equivalent to 77.20% and categorized as Agree. These results demonstrate that the main system functions satisfy the functional requirements and were very well accepted by the test respondents.
